Local authorities – meeting housing delivery targets

London Borough of Sutton instructed Cluttons to assess whether the number of housing sites earmarked were likely to meet housing targets formulated within buoyant market conditions. The information was required for Public Inquiry purposes.

A wide range of sites were assessed, including high rise town centre blocks and mixed use schemes; several benefitting from detailed planning consent.

The task involved holding talks with a number of key stakeholders, assessing both current use values and values assuming planning consent for redevelopment, which also included alternative wholly affordable housing appraisals.

Both social rented and intermediate tenures were considered for affordable housing, together with analysis of recent grant levels and also assessing the impact of Section 106 contributions.

The planning inspector was interested particularly in whether the number of housing units was likely to diminish from the original forecasts and the revised timetable for delivery. Our report was produced and delivered within the short timescale of five weeks from instruction.
