Strategic Housing Land Availability Assessments (SHLAAs)
The Cluttons’ team in Maidstone is taking part in a SHLAA for Guildford Borough Council, relating to over 100 sites. Another SHLAA was carried out recently for Braintree District Council in Essex.
The work undertaken includes carrying out viability assessments on a range of sites chosen by the local authority as suitable for residential / mixed-use development over set time periods ranging from now to five and ten years, and beyond.
Cluttons’ assessments include initial site inspections, awareness of the local property market, providing indicative current use values for each site and carrying out residual land values on the assumption of a consented scheme or foreseeable development form (incorporating the value of affordable housing, Section 106 contributions and abnormal site costs, where applicable).
The purpose of this exercise is to compare the redevelopment value with the current use value, to establish whether a site is likely to come forward for development. Sensitivity analyses are produced to reflect changing market conditions.
In previous years, Cluttons has carried out a number of urban capacity studies for local authorities throughout the south east region.
