2005 Rating appeals for Arqiva throughout Scotland and the Western Isles

Cluttons acted for Arqiva Services Ltd (formerly National Grid Wireless) on the 1995, 2000 and 2005 rating lists (valuation rolls) for its portfolio around the country.
The appeal process for communications sites employs a hybrid approach. This involves the detailed breakdown of the installations buildings, land, plant and machinery elements to reach an accurate adjusted replacement value which is then decapitalised and combined with a market rental to arrive at the annual rateable value for the site.
The Scottish rating system differs from that currently used in England and Wales. Under the Scottish scheme, the operators pay for their own use of any given site (which is similar to the scheme historically used in England from 2000 to 2005). It also incorporates a “Cumulo” entry approach which effectively combines a client’s installations within any given area into one large assessment. At the beginning of negotiations, Arqiva’s entry stood at over £2.7 million (annual value).
Through a combination of joint inspections, a detailed understanding of the client’s portfolio and extensive negotiation, we reduced its combined assessment by over £1 million.
