Real asset advisor Cluttons has hired a new partner to expand its business rates capabilities ahead of major changes in the UK rating landscape.
Ben Peers, who joins from WSP GL Hearn, will support Cluttons’ work in London and nationally across retail, offices, leisure and industrial assets.
Bringing more than 13 years of diverse experience across the commercial property sector, most recently Peers has specialised in business rates appeal work, focusing on the current 2023 Rating List appeals and pre-influencing values for the forthcoming 2026 Rating List.
With a track record of successfully taking rating cases to the Valuation Tribunal and securing significant savings for clients, his in-depth understanding of business rates across multiple commercial property sectors, makes him a valuable addition to Cluttons’ London team at a pivotal moment for the industry. Ben brings an added dimension to the team, enhancing our client offering in London and the south east for landlords and investors.
The next few years will be a period of transition for business rates, with the government intending to permanently lower business rate multipliers for high street retail, hospitality and leisure properties from 2026/27 as well as other measures to increase taxation on online retailers. The shortfall in tax revenue will be funded through a higher multiplier for the most valuable properties, making expert advisors more valuable than ever for businesses operating in these sectors.

As the business prepares to celebrate its 260th anniversary, John Gravett, who has been with the business since 2004, recently stepped up from his position of Managing Director to succeed James Gray as CEO, who will retire in August.
